Would not the number of lines per page have varied even in peacetime to some extent to control the number of sections that were required to print the book?

As I understand it, multiple pages are printed on both sides of one large piece of paper which is then folded into a "section" (often these have a code printed at the foot of their first page to assist collation). The required number of sections is then bound to make the book.

There would be little point adding extra lines to each page unless it reduced the number of sections.
