That sounds very like Douglas Adams and his Ford Prefect. For American correspondents, during the later 1940's the Ford Motor Company manufactured a very dreary little 10 hp car called the Prefect. As the competitors' cars were also dreary, it sold reasonably well, getting a lot of people onto the road who otherwise wouldn't. This has now resulted in the present state of the M25, which I understand is either gridlocked or merely congested.
