Re Your NB, barges are used when there is no room at the wharf or there is insufficient draft at the wharf to unload alongside.
In addition the barges may well be bound for a smaller port with a part cargo from the place where the unloading takes place.
In the UK there was a considerable coastal and inland waterborne trade (via the canal system) up to the late 1950's.
