I don't know what a Commander RN (not Captain) would be paid in the thirties; however I'm certain that Ted Walker would not have married unless he was confident that he could support a family.

At that time and for that class, especially for service families, it would be the done thing to send the children to public school. The parents would forego many other things before sacrificing their children's schooling.
Even today it is not uncommon for children of serving officers to be sent to boarding school, in part because this provides a stable education despite the constant relocation that comes with the job.

Although Commander and Mrs. Walker seem to have had a relatively frugal lifestyle I can't recall any evidence for or against their having a private income (or incomes).
