    No - for that you have to fire a steam SHIP

Both steam launches and steam ships employ closed circuit water/steam circulation, the steam being condensed and returned to the boiler. The only thing I can think of with an open circuit and firing chacteristics similar to a steam locomotive is a traction engine.
