The Lake District and its Lakes are all in private ownership, although the National Trust (which is a Charity and not part of the State) owns huge areas including, as has been said, Peel Island, and some of the Lakes are owned by Water Companies.

Civil Authority is shared by several authorities - above all the Lake District National Park, but also Cumbria County Council and several District Councils, depending on the public service concerned. None of these has Sovereign Immunity.

It is most unlikely that you would even see a local plod (unless you were a speeding motorist or behaved like a terrorist). But you might well see a National Park or National Trust Warden. Little tents do appear quite often in inconspicuous places including Peel Island and don't usually get challenged - contributors to TARBOARD have argued quite cogently that this is not a good thing and should not be emulated by responsible prople such as ourselves.
