Since Nancy had only removed the wire from the battery, she presumably reconnected it when she got the pigeons out for Timothy. They certainly didn't need to have the system hooked up while the Amazons were at school, or while everyone was staying at Beckfoot; it's only when they needed a covert communication system between the houseboat and Beckfoot that the bell became important. (and wouldn't they have loved e-mail then! - or better yet, video conferencing between the houseboat and Capt. Flint's study - no need for a burglary - just run the camera around the room and Timothy could tell Nancy & Peggy what he needed. Of course, there go great chunks of the story!)

The real concern was the volume of the bell, which they would need to remove the tea-tray to mute - evidently more than Nancy felt like tackling behind the GA's back, so she just pulled the wire again.
