I might suggest, although I haven't been back for more years than I care to remember, a little north of Spencer's suggestion - in the Chester River. Our whole family used to vacation there in the '60s, camping on the shore one year, sleeping on board the Rhodes 19 several others, cruising the Chester & Choptank rivers and getting down to St. Michaels, the Wye and Miles Rivers on a couple of occasions. The Chester River was the least developed / populated, although there were undeveloped areas on the other rivers as well.
From having vacationed up there, I'd also suggest some of the coves, bays, and lakes of Nova Scotia as possible candidates; probably stretches of New Brunswick and Maine would be equally suitable. A number of the inlets are generally sheltered. Finding somewhere on shore for the APs to stay might be a problem at times though.
