Quite likely the area where the polar bear went wandering was common land (almost certainly, as the sheep was marked -- unnecessary if it was on enclosed private land).

Any attempt to erect a fence would have met with fierce opposition, unless all the common-right holders agreed that it was necessary. I imagine Mr Dixon would not think it worth the effort of trying.
