No, Peter, it isn't. Yours is a very broad definition of 'democracy'. According to your definition, burglary could be called 'democracy'! In order to have 'democracy' (rule by the people), you have to have votes and elections. Even if there were to be a massive vote on Tarboard in favour of 'totally unrelated stuff' it would matter not a jot, because the website is owned and run by Ian E-N and it is his rules we all agree to conform to when we apply for a posting password. In the recent hoo-ha, everyone seems to have forgotten that.
