It is possible to sail in an 'inappropriate' skirt. Many years ago I was in Auckland (NZ) for some reason and dropped in on my favourite Uncle & Aunt. I was dressed up in a 'frock' with a very full skirt, an even fuller lacy petticoat underneath and high heeled shoes. My cousin's young son was playing about in his new dinghy and offered me a sail. I didn't hesitate, just kicked off the shoes and jumped in — had be very careful not to get the skirt caught in the mainsheet block though! I imagine it looked ridiculous.

Seriously though, as a child I often sailed in a short skirt when just playing around but always wore shorts or tracksuit pants when racing.
