I agree. Even in the sixties girls generally wore skirts or dresses and my mother, admittedly older than most mothers (40 when I was born) was not happy for me to wear trousers. I had to save my own money to acquire my first pair of jeans.
In summer I was allowed to wear shorts but only at home or on holiday.
Mind you, even nowdays in the far south winter, NZ girls always wear uniform skirts - I don't think I know of any school that has trousers as part of the uniform for girls.
Under skirts at school, we tended to wear baggy black pants called rompers for sport.
