Who had a railway station built at Dartmouth Harbour then did not build a railway to connect with it?

I'm not sure that it's strictly true that the railway didn't connect with Dartmouth. The arrangements for passengers wishing to go to Dartmouth were very efficient. Your train arrived at Kingswear Station that's true. A porter looked after your luggage. A short covered ramp lead to a covered floating pontoon. A steam ferry lay alongside the pontoon. A short trip across the Dart and you were alongside the Dartmouth pontoon where the arrangements were the mirror image of those at Kingswear.

Even today the arrangements are quite efficient, even though, as you say, Dartmouth Station has been turned into a cafe. I'd say the trains connected, wouldn't you?
