Did they have to pay extra to include the original illustrations? More than the cost of commissioning new ones? Or did they think that a local artist would aid the translation process?

Just a theory; publishers would have their own ideas about the market they were selling into- after all, they're in business to make money, or at least to survive. In the 1930s, certainly, globalisation was far away and each country had its own style. That would account for the differences in the illustrations.
