So is Jock saying that the Ravenglass & Eskdale is Narrow Gauge or Miniature?

The 15" R&ER is a special case. It straddles the two definitions having aspects of both minature railway and narrow gauge practice. You could have added that for a long time it carried granite in special hopper wagons and that the original scale pacifics were butchered by the Kewsick Granite Co in an effort to increase their power output.
