That is true the USCG or its auxilary do stop small boats usually to make sure they carry the correct safety eqipment and to look out for excess use of alcohol which is a big problem.
Also I think checking for drug runners in some instances.

Mostly it is welcomed as there are a lot of people out there who have no idea about boating and they get these hugely powerful power boats and are a menace to everyone else.

The herring drifter sounds very interesting is there a website? I would like to learn more.
