It does seem clear that the quality of life at Beckfoot is no longer what it was. Whether this is due to Income Tax, the Depression or the lack of Bob Blackett's salary we do not know (but we can, and doubtless we will, speculate!)

However, if the launch was no longer enjoying the level of maintenance that it once did, it is possible that the wheel steering is no longer reliable, leading Jim Turner to steer from the aft well with the emergency tiller.

Or perhaps the wheel steering was removed when the steam engine came out, and was replaced with my putative Kelvin Sleeve Valve engine? This would allow the Man, who no longer needs to attend to the boiler, to be out of the way of the G.A., etc.
