Not so sure Andrew. I think in the GA's eyes, that standards had declined.
However horses had been replaced by a car. The car may not have been the latest. But if I was CF and away for periods of time and I had a sister who liked the occasional joust with a stone wall, I might be chary of replacing the car.
There was enough revenue to afford servants, private schooling for the A's, redecoration of the house, installation of trellis work, upkeep of several boats plus plenty of food.
The tennis lawn may have gone out of fashion or lacked enthusiastic players.
I cannot see any signs of actual decline, although times may have been harder than hitherto because of the factors that you mention.
