If the image is on the original owner's website it's in the public domain. Linking to it is no more infringing copyright than is telling someone about a book its author gave you.

Downloading the image and putting it on your own website is marginally more questionable, but only marginally. Assuming the owner's website containing the image is still in the public domain, all you're doing now is "quoting from" the owner's website. And unless the image constitutes more than 10% of the site no-one's realistically going to try to claim you've stolen it, or could win a case at law by claiming so.

In my opinion.
