You're both right in some senses, but I do still tend to view the books as I did as a child. In SA yes they had their father's permission and their mother helped get things ready but once they set sail it was up to them. Mother did not visit the island on a regular basis to check on things.
Though in the later books Captain Flint is involved he is more one of them than an interfering adult. To me as a child reader this world where children did what they wanted without adult supervision etc seemed such an attractive way of life!
