Trouble with "freedom to roam" is while most of us are careful and respectful of public AND private property and clean up after ourselves; there are some, like the people who started the fire in Pigeon Post - they could care less about ANYONE's property. Those are the people, the ones who leave their trash behind, vandelize and generally don't care, that most of us don't want on or in our backyards, or anywhere else. They picked the flowers, and probably left the wilted remains later on someone else's picnic place and NOT in a trash can.

We try education, slogans and they still don't get the point. I think it comes down to how they were brought up as children.
