I am forced to conclude that both Billes' wives had died. It seems obvious from the description of the camps that wives are not there.

possibly working as cooks, or other paid help, at local larger houses or farmhouses. Don't think charcoal burning a year round activity - the Billies possibly returning to same farm as additional help for lambing time and such.
