It is possible that there were less than 75 telephones connected to the exchange. It could be that the engineers who installed them had a "numbering scheme" which used (say) the first digit for the main cable and the second for the actual telephone on that cable. I can envisage a number of cables (or was it still overhead wire on posts in those days?) radiating from the exchange.
This is purely speculative, as I don't know any details for early UK telephone installations.
