I suspect the answer to this, Claire and John, will be to visit the BT archives in Holborn, London. They do hold old phone directories dating back to the 1890's.
I use to walk by these premises most working days, but they are only open by appointment 2 days a week. For those interested, I have posted a link below.
I think, as with the British Library, standard research rules apply and you can only take a pad of paper and a pencil into the archives, leaving all bags in a locker.
