Thinking it over, I wonder if the ban is aimed at poaching - taking fish without permission of the owner - or at making sure people have licenses; it would be much easier to verify whether someone carrying a fishing rod has a license than whether someone walking around carrying only two hands is fishing, unless his sleeve is wet to the shoulder.
