Thanks to Jon for the information. The Countryside Alliance item says
that it was being introduced as part of a drive to stamp out poaching,
but surely it must already have been illegal to tickle without the
permission of the owner of the fishing rights? If so the only people
affected are those tickling WITH permission!

Were the D's on Jacky's parents' land when they did their tickling?

The Countryside Alliance item says only that tickling was to be nade
illegal, not that it had been, but presumably the University Challenge
people will have checked that the ban is now in force. If so it should
be on the HMSO site http://www.hmso.gov.uk, which contains all Acts of
Parliament since Jan 96 and all published statutory instruments since
Jan 97. Just for fun I searched for "trout", but found only something
about sea fisheries, something in the Scotland Act and a few things
about specific rivers.
