John was the Captain for the trip. Susan was his First Mate. The whole voyage was John's responsibility. She was acting under his orders, or at least on his decisions.
I guess Commander Walker would have also been very congratulatory to the whole bunch of Swallows. It is just AR didn't think it was necessary to go into that area, and he (AR) wanted to show how John had evolved into an intelligent seaman in his father's eyes.
