That is a slightly simplified view of the Royal Navy. Whilst authority very much rested with the captain, the first lieutenant ie Susan was responsible for the day to day running of the ship. The Swallows would be more naval if Susan as well as cooking was responsible for careening, clean ship and splicing reef points. Well responsible for making Titty and Roger do it anyway
