For Peter Duck blue water is a conceptual thing. If you can smell land it is not blue water. In the middle of the channel if you were French you would blame the English for the smell and vice versa. Of couse it is also shallow.

if the first part of this sentence is present is it ok to use past in the last part? or am I missing something?

The first risk is from development of multi-story urban structures that present a significant fatality hazard, especially if they were constructed before the adoption of modern seismic standards, or to non-existent or outmoded seismic standards (Hadjian 1992).
