John, you are right to think that there is some difficulty about the sentence, but it is not a matter of tense. There is an apparent problem with continuity. Thus The first risk is from development of... especially if they were... If the risk is in the development rather than the structures the "they were" demands quite a bit of mental stretch for those not familiar with class theory. However, if the risk is in the structures themselves, simply delete "development of" and the sentence will be dumbed down to current BBC English.
