I don't remember seeing it elsewhere- possibly because the children wouldn't use such a phrase to Sammy the policeman. Perhaps it appears in BS, which is the other book dealing with lawbreaking.

I think I've only run across it in British mysteries; it's seems to be a Britishism for 'file a complaint.'
