I just made a guess from just looking at the original image on a blank screen but didn't think it was necessarily correct. I did then find the original page and guessed that my guess was wrong! I am glad the NBT knows its flag etiquette, I thought it might have been a visitor taking a picture of "their" burgee aboard and not being able/willing to fly it at the cross trees. Which I suppose it is, though just not NB.
