The Billies are mentioned in Winter Holiday when they pass their site while bringing the polar bear to safety.

I seem to recall George Owdon smoking somewhere, but I can't recall right now. It may have even come from the videos. I do think that young people's smoking had been much more acceptable in earlier days, see Kipling's Stalky & Co. I don't know exactly the situation in the 1930s.
