According to Wikipedia, the sitka spruce generally does grow close to the Pacific Ocean, but it would have to be a pretty long stone's throw in some places, about 50 miles. It seems to prefer lowland areas. I can't find any particular reason for this low land preference but I expect the mountains just inland are the reason that it hasn't spread further from the sea. They can be among the tallest trees in the world but most f the old growth forest has been logged out.
