Peter, for a free interesting overview of the British scene, may I suggest the Railway Herald?
If you provide your details you will receive a fortnightly link to download their latest issue.
Perhaps not as technical as you may need but there is some superb photography.
Also you do not have to store piles of old railway magazines!
