I would tend to agree with Ed's assessment. This type of fencing is more common - I have some at the bottom of my garden exactly the same - and crucially, offers both a bar with rectangular cross section (the bottom three slats) which can easily be bent, with a hollow tube forming the top slat which can't. Thus the one type of fencing would provide material for sledge runners and to support a kettle or crucible. I have sawn mine with a small fine tooth saw, I can't testify whether a file would have enabled me to snap it - it would have to be quite rusty I think.
