That's a rural switch-on. Harrow was already a densely populated suburb of London when it was converted to AC in the 1930s. But before they got to convert Harrow Hill (effectively a separate village up a steep hill from the rest of Harrow) the war broke out in 1939.
The Hill stayed on DC until the mid-1950s. Its one electrical shop carried quite different stock from all the others in the district.
