I think they'd simply love to, but you know as well as I do that it's out of their control. There's always been this grumbling complaint in Britain about BBC material being available to 'non-license payers'. Plus of course that for bought in material, the contracts specify limitations on the geographical availability of digital material. My sister and brother in law are expats, living in Basel, and they have managed to find a way of (legally) accessing bbc material out there, but I don't know how that works. I'm sure it must be available pretty well everywhere, as there's a lot of demand for it.
