I have read that the trains in France operate 'on the left', as it was C19th British engineers who started building the system for them.

As others have said, maritime traffic is international, so standard rules have to apply.

It's interesting that for aviation, Altitude is always in 'feet', and not 'meters', again it's a convention to avoid accidents in an international environment.
