Quite right. The rule that most people tend to forget is that if it appears that action by the give-way vessel alone will not avert the risk of collision the stand-on vessel should also act.
The Rules are very comprehensive and allow for almost every imaginable situation but I defy anyone who is not a full-time seafarer to recall all the intricacies, especially when it comes the more obscure items like the shapes displayed by a partially submerged object under tow!
In the British Royal Navy a watch keeping officer is expected to get 96% in a Rule of the Road test.
