I think it might also reflect a belief by the Coots that the Hullabaloos were totally incompetent at anything to do with boats and the water; that they wouldn't even TRY to do something sensible, but would flounder noisily until drowned (alwys thought it rather a pity they didn't -- could have been early winners of the Darwin Award).
