Foot and Mouth Disease and Farming

The reports of foot and mouth and the views from Lakeland Cam of the notices reminded me of the 1967 epidemic which I do recall quite clearly.

However, it brought another thought to me. I believe nowadays, it is virtually impossible to get fresh milk from a farm. I think the main reason was that cattle were carriers of tuberculosis and originally this was done to ensure all milk was pasteurised. Can anyone tell me when this came into effect?
Also nowadays, most farms nowadays would not have a small herd of cows? It would be a dairy operation with many cattle or none at all, especially in the Lakes where all I remember seeing these days seem to be sheep farms.
