A cat boat is a sailing boat with a single mast and sail. The term was in use when I did a bit of sailing on the Orwell over 40 years ago.

I'm not aware that Americans have a meaning for skiff different from that of the UK -- a light boat, usually a rowing boat. However, I'm not an American and am all of 40 miles from the US border,so perhaps someone a bit further south has a different answer.
