John, in the U.S. it is really sort of in the middle. When you donate to a tax-exempt
organization, say for membership dues, you can deduct the portion of your donation which really
is a donation but not the portion which pays for something like a magazine which is a benefit you
receive. So generally an organization (for example Smithsonian Institution) will tell you how much
of your membership you can deduct. Same theory as in New Zealand.

So for example if TARS were a U.S. tax-exempt organization, it would have to figure out what portion
of the membership went for the publications and a member could then deduct from his or her taxes only the
portion beyond that amount.
