Boom up covers as they are known are widely available in the UK from sailmakers. I do not know of any patterns being available. You say that you wish to leave it on when the vessel is at anchor. Most covers pass ropes under the boat and are intended for use when the boat is on its trolley ashore. If left moored,some sailors put a weight on the rope to sink it under the boat, others fit hooks at gunwhale level.
