Yes, they're good boats, I think the TS16 was probably the most popular -- big enough to live aboard for a few days at a stretch (especially for teenagers.) The TS21 is a very nice boat, too -- very roomy and comfortable (although not as good as my YM 3-tonner Sanderling I don't think, even though the TS is a foot longer, but of course I'm a bit biased.) All the Hartley designs seem to have high initial stability due to their beam, although I don't really think of them as sea-boats the way Sanderling is. (This is Sanderling's photo, by the way, not a TS21. More photos of her at the link below.)

By the way, there's a very nice TS21 for sale here in Melbourne at the moment at $11K -- full fit-out, including trailer.
