Andy, I am not 100 pc certain what you mean by "plot driver" but certainly there are "adult baddies" in most of the 12.
SA Capt Flint (for part of the book), the houseboat thieves,
SD GA,
PD Vipers,
CC Hullabaloos,
ML ML (more or less) and her associates,
PM GA,
GN Mr Jemmerling (if he's not a "plot driver" then what is?).
The 3 I would exclude are WH, WD and SW.
Even PP and B6 are not completely excluded:
PP The Armadillo (perceived as such for most of the book),
B6 To the Coots George Owdon and his colleagues must be not far from
being adults and definitely baddies.
