I don't know whether they ever met, but they certainly wrote to each other on one occasion. In Brogan's Signalling to Mars (correct title?), the collection of Ransome's correspondence, there is an exchange between Tolkien and Ransome after Ransome had read The Hobbit. AR suggested that a reference to Bilbo as a "man" was obviously an editorial error and Tolkien changed it in later edition. He obviously enjoyed and became involved with that book.
