I can't help thinking that the rules of writing must be post hoc, derived from asking why does that work? and then trying to apply it yourself. I'd also guess that writing a series is different from writing a single book and characters introduced in one book have to be accounted for in subsequent ones even if they don't do a lot. They become part of the furniture or the landscape so to speak. P&S do produce a pretty good sub-plot in CC and of course, the DGs are central to B6, although I must confess to being hazy about which is Bill and which Ben or Joe. AR does, in common with other children's writers, rather over do the twin thing.
Dee and Dum seem to be there to make up the numbers. Daisy always struck me as a Nancy clone but of course that gives the interest of the clash of similars. Overall, Don is the only 3d character amongst the Eels.
