Are you sure that Captain Pugwash ever appeared in the Eagle?
In my days of reading that organ, the John Ryan cartoon in it
was "Harris Tweed, Extra Special Agent". Tweed was a pompous
self-important idiot who was constantly saved from the consequences of
his own incompetence by his boy assistant - with Tweed always getting the
credit for the resulting successes.

In short, his relationship with the boy was almost exactly like that
between Pugwash and Tom the cabin boy - though, if I remember correctly,
Pugwash was more likeable than Tweed.

I don't think we ever learned the name of Tweed's assistant - I think
Tweed just addressed him as "Boy".

To bring in something a bit more Ransomeish, the Eagle also featured the
adventures of one Storm Nelson, who was lucky enough to own the
"Silver Fleet", which I think comprised an ocean-going sailing yacht,
a helicopter, a midget submarine and a motor launch.
